An experimental apparatus was designed and used to measure the bidirectional reflectance of zinc oxide in the spectrum 0.25 to 2.5 microns. The nonspecular reflectance is essentially Lambert for wavelengths above 0.40 microns with the most deviation occuring for large source zenith angles. We introduce a statistical data model and an associated optimization-based clustering algorithm which allows data vectors to belong to zero, one or several ''parent'' clusters. For each data vector the algorithm makes a discrete decision among these alternatives.
